PACO Group, Inc. (PACO) is seeking skilled Schedulers at Junior, Mid, and Senior levels to join our team in collaboration with the Washington Metropolitan Area Transit Authority (WMATA). This position is a crucial part of WMATA's Infrastructure-Capital Delivery-Project Controls Office (PROJ) and involves supporting WMATA’s Capital Improvement Program. The selected candidates will contribute to projects enhancing the safety, reliability, and efficiency of the transit system for one of the largest public transit organizations in the United States.
Responsibilities:
1. Schedule Development and Planning:
- Develop risk-based, comprehensive project schedules encompassing all project lifecycle phases, from planning through implementation.
- Establish a Resource Management Plan to allocate, monitor, and control project resources effectively, using KPIs for cost tracking.
- Create critical path schedules, estimating activity durations and costs to facilitate efficient project tracking and the creation of work packages.
- Update schedules to reflect project changes, delays, and acceleration as needed.
2. Monitoring, Reporting, and Analysis:
- Set and monitor project baselines for cost, scope, schedule, and performance, performing monthly KPI analyses and reporting variances.
- Review monthly contractor schedule submissions, including baseline and 90-day lookahead schedules, and validate their accuracy.
- Analyze monthly labor and resource requirements, identifying any risks or deviations from the project schedule.
3. Schedule Integration and Change Management:
- Develop and maintain the Integrated Master Schedule (IMS) for efficient reporting across WMATA’s portfolio of capital projects.
- Implement an Integrated Change Control system, managing and documenting schedule changes while communicating impacts on cost, scope, and risk.
- Facilitate ongoing schedule integration with project teams, incorporating feedback from external stakeholders into the IMS.
4. Risk Management:
- Create a Risk Management Plan that identifies and prioritizes risks based on schedule sensitivity analysis and establishes a schedule contingency reserve.
- Monitor existing risks and identify new risk sources, updating the PROJ team with monthly risk status reports.
5. Communication and Stakeholder Coordination:
- Generate monthly reports detailing project KPIs and critical schedule issues for review by WMATA leadership and project stakeholders.
- Collaborate with project managers, contractors, and team members to ensure schedule alignment and timely communication regarding milestones and resources.
- Provide ongoing support to project teams, maintaining clear communication channels to ensure all schedule requirements are met.
6. Claims and Disputes Resolution (Senior Level):
- Investigate and document schedule delays, analyzing causes such as site conditions, weather, and resource availability.
- Prepare detailed reports on delay findings, including methodologies and conclusions, and recommend corrective actions to mitigate delays.
- Guide junior schedulers on forensic scheduling techniques and best practices for delay analysis.
7. Integrated Master Schedule (Junior Level):
- Design, develop, and maintain the IMS, conducting regular reviews with project teams to ensure accurate portfolio tracking.
- Develop and update Key Performance Indicators (KPIs) for the IMS, aligning with project objectives and performance standards.
Qualifications:
Junior Level:
- Bachelor’s degree in Construction Management, Engineering, or a related field.
- Minimum of 5 years of experience in developing and managing project schedules, with specific focus on transit or infrastructure projects.
- Proficiency in Primavera P6; familiarity with Microsoft Project and ability to generate and maintain IMS.
Mid-Level:
- Bachelor’s degree in Construction Management, Engineering, or related field.
- Minimum of 7 years of experience in critical path scheduling for major capital projects, including risk-based scheduling.
- Proficiency in Primavera P6, with experience in Deltek Acumen Fuse preferred.
Senior Level:
- Bachelor’s degree in Construction Management, Engineering, or related field.
- At least 10 years of experience in project scheduling for large-scale transit or infrastructure projects, including claim analysis and risk mitigation.
- Expertise in Primavera P6, Microsoft Project, and a strong background in forensic scheduling.
Preferred Qualifications (All Levels):
- Certification as a PMI Scheduling Professional (PMI-SP) or AACEI Planning and Scheduling Professional (PSP).
- Demonstrated ability to manage project schedules in compliance with WMATA guidelines and standards, ensuring risk-based monitoring.
- Strong analytical, organizational, and communication skills for effective collaboration within a multi-disciplinary team.
