- The Project Manager must have at least five years of relevant experience performing administrative closeout procedures for U.S. Government acquisition and assistance instruments.
- The Project Manager must also have demonstrated experience managing staff in the domain of contract closeout and ensuring adequate progress, reporting, and completion of closeout responsibilities.

Roles And Responsibilities
- It will be the responsibility of the Project Manager to obtain any Contractor organization internal approvals required for decisions taken by the Project Manager if the Project Manager does not have independent authority.
- USAID will assume that all decisions rendered by the Project Manager are taken with the full authority of the Contractor.
- While the Project Manager must be readily accessible to the COR by telephone or email, it is at the discretion of the Contractor where the Project Manager will be physically located.
- The Project Manager must plan to meet with USAID and the COR on a regular basis, as defined by the COR.
- The Project Manager will be responsible for providing project management over the closeout process and provide timely resolution to USAID requests for information.
- When the Project Manager is not available, the Project Manager must assign an alternate that will be able to fully assume all project management responsibilities in his/her absence.
